After the passage of the 1972 Congressional mandate, which required Head Start Programs to provide at least 10% enrollment opportunities for children with diagnosed disabilities, the Training and Technical Assistance (T/TA) network was designed.

The Regional Office (Administration for Children and Families) developed the idea of a network of trained specialist throughout Region IV.  This network became known as the Specially Funded Cluster Network (SFC). The name was subsequently changed to Head Start Tainting and Resource Specialist (HSTARS).

The purpose of this network was to hire trained specialist in each of the eight states in Region IV who would  provide training and technical assistance to local Head Start Programs in their efforts to provide quality services to children with disabilities and their families.In July 2002, the West Tennessee Cluster (T-3) relocated to the Shelby County/Goodwill Homes Head Start Program in Memphis, TN. The HSTAR Specialist provides training and technical assistance to six grantees, four Delegate Agencies and one Early Head Start Programs in the west and parts of the middle Tennessee areas.
